The double V's (opposed and offset opposed) are Magtech brand primers made by CBC. They use this marking in primers sold as reloading components to avoid confusion with factory ammunition manufactured by them. Also observed on commercial loads.

A Brief History
The capsule or oval shaped primer stamp is used by CBC of Brazil on "small rifle" primers. CBC have used ‘O’, ‘0’, ‘C’, and a variety of combinations of single and double ’V’s on their primers to indicate that the primer was supplied by them.
