A Brief History
From Globalsecurity.com:
Lake City Army Ammunition Plant (LCAAP) located at Independence, Missouri, in Jackson County, is the largest small-arms (5.56 - 20 mm) manufacturing plant in the world. With the exception of the five year period between the end of World War II and the beginning of the Korean conflict, this government-owned, contractor-operated facility has been in continuous production since October 1941.
Lake City AAP is within the city limits of Independence, MO, on the eastern edge of the Greater Kansas City metropolitan area. It encompasses 458 buildings on 3,935 acres.
Lake City AAP manufactures and proof-tests small arms ammunition. The plant was opened in 1941 and operated by Remington Arms Company, Inc. from 1941 through 1985 (except for the nonproduction years). From September 1941 to August 1945 the plant produced more than 5.7 billion cartridges. It was placed in standby status in December 1945 but was reactivated in 1950, again to produce small caliber arms ammunition. It stayed in operation after the Korean War and again expanded during the Vietnam War, producing 14.4 billion cartridges between 1965 and 1973. In the 1970s the facilities and production systems were upgraded.
In 1985, Olin Corporation won a bid to operate the plant and is its present contractor. Lake City is currently the only active small-caliber ammunition manufacturing facility within the Department of Defense.
In May 2001 the U.S. Army presented Lake City Ammunition Plant with its Secretary of the Army Environment Quality Award for an industrial installation. The Secretary of the Army recognized the efforts of the Lake City Army Ammunition Plant to improve the environment. The Plant has reduced its hazardous waste generation rate by sixty percent eliminating twenty tons of air emissions per year. At the same time, it has operated in compliance with twenty-five different environmental permits and recycled over fifty-five hundred tons of material. Through the hard work of nearly eight hundred fifty employees, the Lake City Ammunition Plant has proven that it can continue to be the largest supplier of small caliber ammunition to the United States Department of Defense, while retaining a superb record on the environment.

The Lake City ammunition plant has undergone a $242 million modernization program - replacing 1940's technology with state-of-the-art production equipment while continuing to assure a smooth supply of ammunition to U.S. engaged forces.
The dots are used to identify the station of the rotary loading machinery that made the case. The system used is based on what is called the "octal numbering system". Each dot has a number value that in various combinations can represent each number up to 24. Various combinations of dots equal various numbers which can be tracked back the the specific station of the rotary press if there were case-related QC issues.

Leitner-Wise Rifle Co. Website
From Website:
Leitner-Wise Rifle Co, a small Virginia based defense contractor, was founded by Paul Leitner-Wise, an entrepreneur and self-taught electrical and mechanical engineer. Originally established as a Research and Development design house, Leitner-Wise embarked in 2001 to produce specific weapons platforms in response to the events of 9/11.
Efforts were focused on the proficiency of weapons designs and the integration of ergonomics in weapons platforms; the focus being to reach an objective or requirement that has a military or law enforcement application. By drawing on the experience of the company's management, particularly that gained by working on the 'conversion' program of the vast military industrial complex in the former Soviet Union during the early 1990s, Leitner-Wise formulated its R&D breakthroughs into commercial opportunities.
Implementing the first stage of its strategic plan to grow to a globally recognized market leader, Leitner-Wise was recently selected to provide the U.S. Coast Guard’s new battle rifle. Tagged “The Mini-50” the LW15.499 upper receiver is designed as a large bore replacement for the standard 5.56 mm caliber M16 and M4 service rifle.
A simple two pin procedure allows the 5.56 mm upper receiver to be removed and the .499 mounted in its place. Affix the Leitner-Wise high capacity magazine and the American Serviceman is equipped to defend with real stopping power.
In addition to the more traditional firearms, Leitner-Wise’s objective is to meet the kinetic energy weapon platform development and procurement needs of the United States military and law enforcement communities.
Essential to this purpose is Leitner-Wise’s interrelationship with the commercial market and a robust marketing program by which the company intends to continue to springboard its products onto the international defense equipment market. A prime objective of the Company is to lead the way in the development of directed energy weapons using the company’s proprietary power generation inventions and to extend this technological advantage into the commercial power generation market.
