This purpose of this circular is to clarify the provisions of 18 U.S.C. Chapter 44, and Subpart F of the Regulations thereunder (26 C.F.R. 178) pertaining to the shipment of firearms and ammunition in interstate commerce by a firearms licensee to its own nonlicensed employee’s business.
